Grant Overview

Tennessee organizations proposing youth apprenticeship programs must first demonstrate operational readiness through existing memoranda of understanding with the Tennessee Department of Labor and Workforce Development and at least two local employers registered as apprenticeship sponsors. Readiness documentation includes proof of current liability insurance covering minors at worksites, documented curriculum aligned to the Tennessee Department of Education career and technical education frameworks, and verified transportation plans for students in counties without public transit.

The state’s 95 counties contain sharp contrasts between the manufacturing corridor along Interstate 75 and Interstate 40 and the Appalachian counties in the east where high school graduation rates lag the state average by 9 points. Readiness gaps are most pronounced in the 32 counties designated as economically distressed, where fewer than 12 percent of employers have previously hosted apprentices.

Infrastructure limitations include the concentration of community colleges in only 13 counties and the fact that 28 percent of high school students live more than 30 minutes from the nearest registered apprenticeship site. Organizations must therefore present signed agreements with employers to provide on-site instruction or mobile training units.

Tennessee’s workforce is heavily weighted toward automotive assembly, logistics, and healthcare. Proposals succeed when they map specific occupationssuch as industrial maintenance technicians or medical equipment repairdirectly to employer hiring pipelines rather than broad career exploration. State labor data indicate that youth unemployment in the 16–24 age group exceeds 14 percent in the 16 Appalachian counties east of Knoxville.

Unlike Kentucky applications, Tennessee requires demonstration of extreme rural delivery capacity due to frontier county designation and the absence of regional transit authorities outside the Nashville and Memphis metropolitan areas.
