Cost constraints for summer reading programs arise from the state’s decision to fund only 82 percent of the instructional salary matrix for extended-year contracts. The Tennessee Comptroller’s 2023 report documented that 61 percent of districts already operate summer programs at a deficit, relying on local property-tax supplements.
Application requirements therefore include a line-item budget showing that no more than 35 percent of requested funds will be used for personnel, with the remainder allocated to materials, transportation, and outcome measurement. Districts must also submit the most recent three years of Tennessee Comprehensive Assessment Program reading scores disaggregated by summer-program participants versus non-participants.
Fit assessment for Tennessee must address the state’s three distinct Grand Divisions. East Tennessee applicants face terrain-related transportation costs that Middle Tennessee programs avoid. West Tennessee programs operate in counties where 28 percent of students qualify for free or reduced-price lunch at higher rates than the state average. Unlike Kentucky or Arkansas applications, Tennessee reviewers require a statement from the district finance officer confirming that requested funds will not supplant existing local summer-school allocations under the Basic Education Program funding formula.
Infrastructure anchors include the absence of a statewide interlibrary summer-loan network; each of the 12 public-library systems operates independent circulation software. Proposals must therefore document how they will reconcile disparate catalog systems or restrict participation to a single system. Economic conditions tied to the logistics and automotive sectors create seasonal employment swings that affect family availability in July, requiring programs to schedule around plant shutdown periods.
