Tennessee’s digital literacy gap appears most sharply along the Cumberland Plateau and in the Upper East Tennessee counties where broadband subscription rates fall below 65 percent according to the 2022 FCC map. Adults in these counties show lower rates of online job applications and telehealth use than residents of the Nashville and Memphis metropolitan areas. The Tennessee Department of Labor and Workforce Development has documented that 18 percent of job seekers in rural workforce investment areas lack basic email proficiency.
Libraries in the 16 counties designated as distressed by the Appalachian Regional Commission operate fewer public computers per capita than urban branches. School districts in these counties report that 30 percent of middle-school families cannot complete digital homework assignments at home. Collaborative proposals must therefore specify which partner maintains the physical equipment and which covers ongoing connectivity costs through the state’s broadband expansion contracts.
Tennessee requires each library-school partnership to register with the Tennessee Electronic Library consortium and to use its approved assessment module for pre- and post-instruction testing. Adult participants must be tracked through the state’s adult education data system rather than local spreadsheets. Unlike Kentucky applications, Tennessee requires that any mobile hotspot lending program demonstrate coverage under existing state master contracts with the two largest wireless carriers operating in the state.
