Tennessee rural mission applicants must demonstrate that at least 60 percent of their volunteer base resides in counties with population densities below 50 persons per square mile according to the latest Census estimates. They must also submit a map overlay showing that proposed mobile unit routes avoid overlapping with any existing state-funded rural health or education circuits.
Workforce gaps appear most clearly in the Cumberland Plateau and West Tennessee counties where the number of ordained clergy per 10,000 residents falls below the statewide median of 8.7. Missions must attach letters from county mayors confirming that no other mobile outreach unit operates on the same highway corridors more than twice per quarter.
The funding reimburses vehicle modifications that meet Tennessee Department of Transportation weight and safety inspections and covers liability insurance premiums for drivers who hold commercial licenses. Quarterly route logs must be retained for three years.
Tennessee’s requirements diverge from those in Kentucky and Alabama because every mobile unit must carry a state-issued temporary event permit for each county visited, rather than a single statewide permit.
