Tennessee imposes explicit cost constraints on projects serving youth under 300 percent of the federal poverty level, where 18 percent of children lack any form of health coverage that reimburses preventive screenings. Statewide claims data reveal that only 34 percent of Medicaid-enrolled adolescents receive recommended blood-pressure and lipid screening by age 18.
The funding opportunity therefore requires line-item budgets that cap participant out-of-pocket costs at zero for all screening and confirmatory diagnostic procedures. Budgets exceeding $185 per enrolled youth in direct diagnostic costs have been disallowed in previous award cycles.
Applications must also document that proposed screening sites accept TennCare assignment and that participating laboratories bill TennCare directly rather than billing families. This administrative requirement stems from Tennessee’s managed-care organization structure, which routes 92 percent of pediatric preventive services through three statewide plans.
Reviewers further examine whether proposed recruitment strategies address the 22 percent of Tennessee counties classified as Health Professional Shortage Areas for primary care. Projects limited to the four largest metropolitan counties routinely receive lower priority even when cost projections appear favorable.
Tennessee-specific cost forms must be submitted in addition to standard federal forms; failure to include the state-mandated cost-caps certification results in administrative rejection before scientific review.
