Counties bordering Mississippi and Arkansas report 22 percent longer processing times because of higher volumes of documents requiring translation from Spanish and Haitian Creole.
Fit assessment for Tennessee context requires applicants to select one of three service sites pre-approved by the state: Memphis, Nashville, or Knoxville. Selection outside these sites necessitates a separate justification demonstrating that the alternative location serves at least 30 percent foreign-born residents according to the most recent American Community Survey five-year estimates.
