Tennessee structures job training operations around the state's network of 13 local workforce development boards. Transportation plans must address access for participants without personal vehicles, given rural transit coverage below 22 percent in many counties.
Operational budgets must allocate at least 35 percent of funds to direct participant support, including stipends during training periods. Tennessee mandates matching contributions from private employers equal to 20 percent of requested grant funds, documented through signed commitment letters.
Unlike Kentucky or Alabama, Tennessee requires that all job placement data be reported through the state's longitudinal data system within 90 days of participant exit. Failure to meet placement benchmarks triggers repayment provisions.
Organizations must demonstrate capacity to serve at least 50 displaced workers per cohort, with priority for those previously employed in manufacturing or coal-related industries.
