Eligible applicants must demonstrate that the equine component is delivered as an adjunct to a licensed therapist’s treatment plan rather than as a stand-alone recreational activity.
Application requirements include submission of memoranda of understanding with a licensed mental health provider, proof of equine facility liability coverage meeting state agricultural exemption thresholds, and de-identified baseline mental health screening data using the PTSD Checklist or equivalent instrument. Programs must also provide quarterly outcome reports segmented by primary diagnosis to maintain compliance.
The initiative targets counties where mental health professional shortage designations exceed 60 percent of the population, specifically the Cumberland Plateau and Upper East Tennessee regions. Unlike Kentucky or Virginia programs that operate under broader behavioral health waivers, Tennessee requires explicit linkage to existing clinical supervision structures before any equine session can be billed or counted toward treatment goals.
