Tennessee's Appalachian foothills present readiness constraints for winemaking workshops because most aspiring producers lack access to certified laboratory equipment for basic must analysis. The state's 80-plus wineries are concentrated in the Cumberland Plateau and Mississippi River bluff counties, where commercial wine labs are more than 90 minutes away.
County extension offices report that 70% of new bond applicants have never measured pH, TA, or Brix on their own fruit. Existing workshops rely on borrowed equipment from Kentucky or Virginia, creating scheduling bottlenecks during harvest.
The grant funds hands-on training that establishes permanent micro-labs at two community colleges serving the Plateau and river counties. Proposals must document commitments from the Tennessee Department of Agriculture to underwrite annual reagent costs after the grant period and must schedule sessions outside the June–August tourist peak.
Reviewers require evidence that at least 60% of participants operate or intend to operate within Tennessee's three current AVAs. Budget narratives must show how portable refractometers and pH meters will remain available for follow-up consultation after the workshop series concludes.
Projects that incorporate existing Tennessee State University food-science faculty as co-instructors score higher because they reduce reliance on out-of-state instructors and align with the state's higher-education consolidation directives.
