Capacity_first review therefore examines whether applicants can field trained volunteers across non-contiguous rural school districts.
Infrastructure and Workforce Constraints Tennessee's public library system reports 41 percent of rural branches operate with fewer than two full-time staff. Volunteer tutor recruitment must therefore rely on partnerships with the Tennessee Commission on Aging and the Tennessee Department of Veterans Services to tap retirees and separating service members. Grant budgets must allocate funds for background-check processing through the Tennessee Bureau of Investigation and for travel stipends when tutors cross county lines.
Tennessee Capacity Requirements Organizations must maintain 501(c)(3) status and submit two years of audited financial statements to the Tennessee Comptroller of the Treasury. Applications require letters of support from the local school district superintendent and the regional public library director. Review panels reject proposals lacking a documented tutor-to-student ratio no higher than 1:4 and a plan for delivering materials to schools without high-speed internet.

Unlike neighboring states, reviewers require evidence that proposed interventions address the specific phonics and fluency subtests used in the Tennessee Comprehensive Assessment Program. This requirement, combined with the state's dispersed rural geography, compels applicants to prove they can maintain consistent tutor deployment across the Cumberland Plateau and Mississippi River counties where population density and staffing shortages are most acute.
