Tennessee statute requires any crisis program serving domestic abuse survivors to maintain separate certification under the Tennessee Department of Human Services victim services standards and to operate a 24-hour hotline that forwards calls to the Tennessee Coalition to End Domestic and Sexual Violence. Noncompliance triggers immediate loss of state victim assistance funds.
Risk exposure is elevated because Tennessee does not have a statewide address confidentiality program comparable to those in surrounding states, increasing the chance that court records can reveal a survivor's location. Organizations must therefore demonstrate encrypted case-management systems that meet the state's Criminal Justice Information Services security policy.
Compliance documentation includes annual audits by the Tennessee Comptroller's office and proof that all staff have completed the state's 40-hour domestic violence advocate training within the past 24 months. Budgets must isolate legal advocacy costs from clinical counseling costs because Tennessee law prohibits using victim compensation funds for therapy that is also billable to Medicaid.
Who Should Apply in Tennessee
Only certified domestic violence shelters or rape crisis centers listed on the Tennessee Department of Human Services approved provider list may apply.
