Tennessee's middle school population faces a documented barrier in songwriting access because 68 percent of its 1,300 public schools lack any creative writing elective that incorporates music composition. This gap concentrates in the 35 counties outside the four major metropolitan statistical areas, where certified English and music teachers rarely overlap in staffing.
Students in these counties encounter the barrier through scheduling that places all arts instruction before ninth grade, after which graduation requirements eliminate elective time. Data from the Tennessee Department of Education show that only 12 percent of eighth graders in non-metro districts have ever received feedback on original lyrics, compared with 47 percent inside Davidson and Shelby counties.
Funding addresses the barrier by requiring each project to pair a local songwriter with a single middle school cohort for a minimum of eight consecutive weeks during the school day. Proposals must include transportation budgets for artists traveling from Nashville or Memphis into the 27 counties classified as rural by the Appalachian Regional Commission. Equipment requests are limited to portable recording devices that fit existing classroom carts because dedicated music rooms exist in fewer than one-quarter of middle schools statewide.
Tennessee differs from Kentucky in its mandate that all funded songwriting curricula align with the state's revised English language arts standards for narrative writing, rather than treating music as a separate enrichment activity. Reviewers therefore score applications on explicit crosswalk documents between song elements and state writing rubrics.
