Mobile units funded through trainee placements can extend symptom assessment and medication review into the 15 counties with the lowest palliative care density. Trainees operate under standing orders from Tennessee-licensed physicians and log encounters in the state’s electronic referral system.
Proposals must include commitments from at least two rural hospitals to accept referrals generated by the mobile team and confirmation that vehicles meet state EMS equipment standards. Evaluation weighs whether routes prioritize counties with palliative care physician vacancy rates above 40 percent.
Tennessee submissions are differentiated from Kentucky or Alabama filings by the requirement to file separate memoranda of understanding with each county health department crossed by the mobile route, reflecting Tennessee’s decentralized public health governance structure.
