Grant Overview

Readiness for nature trail projects in Tennessee requires documented engineering capacity to meet state slope and drainage standards on karst terrain. Nashville sits on the Highland Rim, where sinkholes and underground streams create design constraints not present in flatter portions of the Southeast.

Infrastructure and Workforce Constraints in Tennessee Tennessee mandates that trail surfaces maintain a maximum 5 percent grade in areas underlain by limestone to prevent accelerated erosion into the aquifer. Only 14 licensed civil engineers in Davidson County currently hold the karst-specialty certification required for such work. Equipment operators must also complete the Tennessee Department of Transportation's karst construction training module.

Tennessee Nashville Setting Davidson County contains 17 census tracts designated as high-need for pedestrian infrastructure, with the lowest rates of sidewalk coverage occurring east of the Cumberland River. The county reports 22 percent of residents live more than a half-mile from any public green space. Summer humidity levels above 70 percent combine with temperatures over 90 degrees to limit safe trail use between 10 a.m. and 4 p.m. for much of June through August.

Readiness Requirements in Tennessee Applicants must provide a geotechnical report prepared by a Tennessee-registered geologist that maps all sinkholes within 200 feet of the proposed alignment. They must also submit a maintenance agreement with Metro Nashville Parks that specifies quarterly inspection of drainage structures. Projects gain points when they connect to existing greenways already mapped in the Nashville Metropolitan Planning Organization's long-range plan.
