Tennessee Outcome_first Tennessee seeks measurable increases in seniors’ independent completion of three online taskspatient-portal login, prescription refill requests, and telehealth appointment schedulingwithin six months of program completion. State data indicate that only 31 percent of Tennesseans aged 65 and older in non-metropolitan counties currently perform these tasks without assistance.
Why These Outcomes Matter in Tennessee Tennessee’s older adult population is concentrated in the Appalachian counties east of Knoxville and the rural counties west of Memphis, where broadband subscriptions fall below 68 percent. The absence of digital skills therefore directly limits access to Medicare Advantage plans that now require online enrollment and to the state’s TennCare portal. Counties with the highest percentages of residents over 75 also record the lowest primary-care physician ratios, making remote healthcare navigation a concrete necessity.
Implementation Approach Successful proposals must place tablet-lending libraries inside existing senior centers operated by the Tennessee Commission on Aging and provide two-hour small-group sessions limited to eight participants. Instructors must hold current certification from the Tennessee Board of Regents digital-literacy program. Data collection requires pre- and post-assessment using the state’s standardized Digital Skills Checklist, with results reported through the Commission’s online portal.
Tennessee alone requires that all digital-literacy instructors complete a four-hour module on TennCare-specific portal navigation before entering classrooms, distinguishing it from programs in adjacent states.
