Barrier data from the Tennessee Commission on Children and Youth indicate that 28 percent of rural youth lack access to structured after-school programs beyond athletics. Churches in these counties maintain youth groups but rarely possess curricula covering public speaking or conflict resolution that meet measurable civic skill benchmarks.
Applications must present baseline data on current youth group attendance and commit to pre- and post-program assessments using the state's civic engagement rubric. Eligible nonprofits must already hold agreements with county extension offices for space or transportation support. Review criteria include proof that proposed mentors have completed background checks through the Tennessee Bureau of Investigation within the past 24 months.
