Domestic-violence shelter data from the Tennessee Coalition to End Domestic and Sexual Violence show 4,800 shelter nights provided to adults and children in fiscal year 2022, with 38 percent of clients residing in non-metropolitan counties.
Art therapy remains unavailable through standard Medicaid reimbursement schedules, leaving trauma survivors in rural counties without structured non-verbal treatment options. The state’s 95 counties contain only 14 licensed art therapists, all located in Davidson, Knox, or Shelby counties.
Funding supports organizations that can station trained art therapists in counties without existing creative-arts mental-health programs. Applicants must hold current Tennessee licensure or contract with licensed providers and must coordinate with domestic-violence shelters certified by the state coalition.
Rural-Urban Service Delivery in Tennessee
Proposals must separate urban and rural implementation plans because Memphis and Nashville already host private art-therapy practices. Rural plans require mobile supply kits and partnerships with county libraries or extension offices that can host weekly sessions. Data reporting follows the Tennessee Department of Mental Health and Substance Abuse Services encounter format.
Tennessee Demographic and Infrastructure Context
The state’s population is 17 percent Black and 6 percent Hispanic, with domestic-violence call volumes 1.8 times higher in counties where median household income falls below $42,000. Transportation relies on personal vehicles; 11 percent of rural households lack access to a car. Successful applicants budget for mileage reimbursement and coordinate with existing human-service transportation providers.
Unlike Kentucky programs that focus on Appalachian coal counties, Tennessee reviewers prioritize counties with documented shelter bed shortages and no current art-therapy contracts.
