Applicants must document at least 100 hours of prior volunteer service within a Tennessee department recognized by the Tennessee Commission on Firefighting. Departments submit their most recent ISO rating and a statement confirming that the applicant’s training will not duplicate existing certifications already held by department members.
Coursework covers Tennessee-specific modules on wildland-urban interface response and grain-bin rescue, both of which appear on the state’s approved training matrix. Scholarships cover tuition, required textbooks, and mileage at the state rate for travel beyond 50 miles one way.
The Tennessee Fire Chiefs Association maintains the application portal, with quarterly deadlines aligned to the state fiscal year. Recipients file an annual service verification form confirming continued volunteer status.
Data from the Tennessee Department of Commerce and Insurance indicate that counties with populations under 20,000 retain 38 percent fewer certified volunteers than urban counties. Allocations therefore weight applications from departments serving those smaller counties more heavily.
Final payments require the volunteer to complete a state-administered practical skills evaluation within 90 days of course completion.
