Tennessee’s community-anthology grants carry an explicit compliance overlay tied to state open-records law. Any publicly funded collection of personal narratives must include a signed release permitting the Tennessee State Library and Archives to post the full text online within 90 days of project close. Non-compliance triggers clawback of the entire award under Tenn. Code Ann. § 10-7-504.
Writers in Appalachian counties such as Hancock and Clay therefore weigh the risk that family stories containing land-dispute details could become permanently searchable. At the same time, the state’s three major urban centersMemphis, Nashville, and Knoxvillealready host multiple oral-history projects whose consent forms pre-date the current digital-archive mandate, creating uneven risk exposure across regions.
The Tennessee Community Narrative Building Program supplies standardized release templates that limit searchable fields to name, county, and decade of the event described. Participants may request a 12-month embargo for sensitive material; the embargo is recorded in the grant agreement and automatically expires unless renewed. This mechanism satisfies the statute while reducing individual legal exposure.
Only residents of counties that received fewer than two state arts grants in the prior five years may apply. The restriction appears in the current Tennessee Arts Commission guidelines and is not replicated in Arkansas or Kentucky.
Final anthologies are deposited solely with the state archive; no commercial publication rights are transferred, a distinction written into every award letter to maintain compliance boundaries.
