Tennessee's community-gardening capacity varies sharply between the 19 Appalachian counties east of the Cumberland Plateau and the 16 western counties bordering the Mississippi River. Eastern counties average 0.8 community garden plots per 10,000 residents, while Shelby and Davidson counties average 4.2. This split correlates with higher rates of diet-related hospitalizations in the east, where produce distribution networks cover fewer than 30 percent of census tracts classified as low-income.
Nonprofits must demonstrate prior management of outdoor education sites. Tennessee reviewers require a two-year maintenance log for any existing garden plots and a signed agreement with the county extension office confirming soil-testing protocols. Sites proposed within 100-year flood zones must include elevation data from the Tennessee Department of Environment and Conservation.
Workforce limitations center on certified nutrition educators. Programs operating in the 35 counties designated "rural" must employ or contract at least one educator who completed the University of Tennessee Extension's 30-hour community-gardening certification. Urban applicants may use registered dietitians but must still submit proof of Tennessee licensure.
Tennessee differs from Kentucky and Arkansas by requiring separate rural and urban implementation budgets; single-line-item submissions are rejected. Applicants therefore itemize transport costs for seedlings and tools separately for each region, reflecting the 2.8-hour average drive time between eastern garden clusters.
Readiness documentation also includes liability waivers from participating property owners. All garden sites on private land require recorded easements valid for the grant period plus two additional years.
