Investigators outside the Memphis and Nashville academic centers face additional delays because local IRBs lack standing subcommittees for digital-health protocols.
Eligible applicants must already hold an active Tennessee Department of Health data-use agreement or partner with an institution that does. Budgets allocating more than 20 percent of funds to custom app development are declined; reviewers instead accept proposals that adapt existing open-source risk engines such as the Breast Cancer Surveillance Consortium model and then validate subtype-specific performance against Tennessee Cancer Registry records. The award may cover the state-mandated security audit fee and one-time licensing for HIPAA-compliant cloud storage, but it cannot fund ongoing maintenance beyond the twelve-month period.
Applications must include a county-level recruitment plan showing that at least 25 percent of pilot users will reside in Appalachian counties where broadband access falls below 70 percent. This geographic requirement distinguishes Tennessee proposals from those submitted in states without explicit digital-equity mandates tied to cancer registry data release.
