Success metrics require quarterly download logs and in-person visit counts tracked through county library systems.
East Tennessee's Appalachian counties and West Tennessee's Mississippi River counties both report plastic packaging fractions in commercial waste that exceed the state median of 21 percent. Hubs located in these regions receive additional weighting when they align content with the Tennessee Department of Environment and Conservation's 2020 material-flow analysis. Urban hubs in Davidson and Shelby counties must demonstrate that 35 percent of materials address multi-family housing, where collection infrastructure lags behind single-family routes.
Implementation requires partnerships with the 12 regional library systems that already host state environmental collections. Content must cite the 2023 Tennessee Materials Management Plan rather than generic national sources. Outcome tracking uses the state's standard web-analytics template, which logs zip-code level access to distinguish rural from urban engagement.
