Project teams require at least one staff member holding a graduate degree in public history or anthropology and a second member who has completed the Tennessee Certified Public Manager program. Hardware specifications include portable recorders with 48 kHz sampling rates and encrypted external drives meeting state data-security standards for personally identifiable information.
The state’s three grand divisions create distinct capacity limits. East Tennessee applicants must budget for travel across Appalachian terrain where winter weather closes secondary roads for an average of 18 days annually. Middle Tennessee groups coordinate with Nashville’s Metro Archives, which imposes a $45-per-hour digitization fee. West Tennessee proposals account for Mississippi River levee districts that restrict vehicle access during flood stages.
Capacity assessments also evaluate partnership strength with the Tennessee Historical Commission. Applicants must submit a current memorandum of understanding that specifies how interview transcripts will be cross-referenced against the commission’s existing Latinx oral history collection rather than stored in separate institutional repositories.
Tennessee differs from Kentucky and Alabama in requiring that all audio files undergo quality-control checks by a second independent transcriber before deposit. This double-verification step increases personnel costs by approximately 15 percent and must be itemized in the grant budget.
