Workforce data show 19 percent of residents employed in healthcare and 22 percent in manufacturing, sectors that generate irregular shift patterns affecting application scheduling. The state’s 95 counties include six with no resident licensed investigator, compelling applicants to coordinate across regional boundaries. Broadband access reaches 78 percent of households but falls below 50 percent in seven Appalachian counties, necessitating paper-based record submission options.
This grant requires providers to list active Tennessee Board of Professional Responsibility status or Private Protective Services licensure and to demonstrate coverage for at least one county in each of the three grand divisions. Submission must include a regional response matrix showing maximum drive times under four hours from the provider’s primary office.
Tennessee differs from Kentucky because its tripartite regional structure and separate court systems in each grand division require explicit cross-region coordination statements. Applications without verified service capacity in all three regions receive automatic administrative review delays.
Rates follow Tennessee Comptroller guidelines at $160 per investigator hour and $220 per attorney hour, limited to 24 hours. Claims use the state’s Edison procurement system with attached county clerk verification for each service location.
