Tennessee’s 95 counties exhibit persistent variation in adult health-literacy scores collected by the state Department of Health. The lowest quintile falls in 22 counties along the Cumberland Plateau and the Upper East region, where broadband access and local newspaper circulation both rank below state medians.
Faculty at Tennessee public universities or recognized research institutions may request the two awards when the project tests message-testing protocols that incorporate county-level health-department distribution channels. Applications must include a signed data-sharing agreement with at least one of the 13 regional health offices before submission.
Tennessee does not operate a statewide public university system with centralized IRB reciprocity; each campus maintains its own review board. Consequently, proposals must attach a timeline showing simultaneous submission to the investigator’s home IRB and the participating regional health office, because sequential review routinely exceeds the 90-day window allowed by the funding cycle.
Economic anchors include the concentration of automobile manufacturing employment in the eastern third of the state and the resulting shift-work schedules that limit traditional evening health-education sessions. Projects must therefore specify delivery methods compatible with rotating shifts rather than standard community-meeting formats.
The state’s Medicaid program, TennCare, maintains distinct eligibility categories for the expansion population versus traditional categories; any communication study must stratify message testing by these two enrollment streams to avoid aggregation bias that would not arise in states with uniform expansion structures.
