Grant Overview

Tennessee's barrier to youth green job training lies in the limited number of registered apprenticeship sponsors outside the seven metropolitan counties. Only 14 active green energy sponsors exist statewide, concentrated in the Nashville and Memphis areas, leaving the 78 rural counties without structured pathways.

The state records 1.2 million workers in manufacturing and construction, yet fewer than 3,000 hold credentials in solar, wind, or energy efficiency occupations according to the Tennessee Department of Labor 2023 occupational outlook. Youth aged 16-24 in Appalachian counties face unemployment rates 4.7 percentage points above the state average.

Barrier remediation begins with mapping existing Tennessee Colleges of Applied Technology campuses that already deliver HVAC and electrical programs. The grant funds equipment upgrades that add renewable energy modules to these campuses rather than creating new sites. Each campus must secure a local employer partner willing to provide paid work experience for at least 50 percent of program completers.

Geographic constraints include the Cumberland Plateau and Mississippi River delta regions, where broadband download speeds average 25 Mbps or less. Training materials must therefore include offline components and be compatible with the state's existing K-12 one-to-one device programs.

Tennessee's right-to-work status and absence of prevailing wage requirements on private projects affect wage floors for green job placements. Applicants must therefore document that entry-level positions pay at or above the state median for similar occupations, currently $17.80 per hour for solar installers.

Unlike Kentucky or Arkansas submissions, Tennessee requires explicit alignment with the Governor's 2022 workforce development executive order that mandates all new training programs report to the Tennessee Longitudinal Data System. This alignment dictates the exact data elements collected on participant credential attainment and employment retention at 180 days.

Infrastructure limitations are addressed by allowing mobile training labs that rotate among the state's three grand divisions. Capital requests for these labs must include maintenance agreements with the Tennessee Board of Regents and proof of insurance covering transport across state highways.
