Grant Overview
Tennessee’s youth health programs must bridge the service gap between the four major metropolitan counties and the remaining 91 rural counties. Urban districts in Shelby, Davidson, Knox, and Hamilton counties already operate school-based health centers with existing mental health staff, while most rural districts rely on traveling nurses who visit once per week. Any integrated physical, mental, and sexual health curriculum must therefore adapt session length and referral pathways to these differing staffing levels.
Rural counties report higher rates of adolescent driving after dark, which affects after-school program attendance. Urban counties face different constraints from higher student-to-counselor ratios and competing after-school employment. Funding applications must therefore include separate implementation calendars for each county type rather than a uniform schedule.
Tennessee’s certificate-of-need rules for new school health facilities also vary by county population, requiring urban applicants to demonstrate existing facility underutilization before expansion funds can be released. Rural applicants face fewer certificate hurdles but must prove that broadband or cellular coverage supports telehealth components.
Unlike states with centralized school health offices, Tennessee requires each local education agency to submit its own assurance of compliance with state adolescent health statutes, making multi-county proposals administratively heavier.
