Grant Overview
Tennessee's coding workforce is expanding along the Nashville and Knoxville corridors, yet 68 of the state's 95 counties have no certified computer science teachers. Female students in these counties complete introductory programming courses at 22 percent the rate of male peers. The gap is largest in the 26 counties classified as economically distressed by the Appalachian Regional Commission.
Girls in these distressed counties attend schools where the nearest certified coding instructor is often 90 minutes away. Family work patterns in manufacturing and logistics limit evening availability. State labor data indicate that advanced manufacturing accounts for 19 percent of employment in these counties, creating demand for locally trained coders who can remain in the region.
The grant supports coding bootcamps that include certifications aligned with Tennessee's community college system. Proposals must target at least three economically distressed counties and provide documented pathways to the state's registered apprenticeship programs in information technology. Bootcamp schedules are required to accommodate second-shift manufacturing schedules common in the region.
Applications are evaluated on the percentage of completers placed in Tennessee-based firms rather than out-of-state employers. Reviewers check for coordination with the Tennessee Department of Labor's workforce centers to verify job placement reporting. Unlike Kentucky applications, Tennessee proposals must demonstrate use of the state's existing TN Promise scholarship infrastructure for follow-on tuition support.
Award conditions have included verification that equipment meets specifications compatible with the state's community college computing labs to allow seamless credit transfer.
