Reentry providers must document partnerships with the Tennessee Department of Labor and Workforce Development’s American Job Centers to place participants in occupations that accept applicants with felony convictions. Acceptable placements include commercial driving, construction trades, and certain manufacturing roles where state licensing boards have established expedited review pathways.
Tennessee applications require a letter from the county sheriff confirming that the program will receive release lists at least 60 days before scheduled exit dates. This timeline differs from federal Bureau of Prisons procedures because Tennessee operates its own institutional release planning. Budgets must itemize the cost of obtaining certified copies of birth certificates and Social Security cards, items that many returning residents lack.
Reviewers examine whether proposed housing sites are located within five miles of public transit routes that run on second- and third-shift schedules, because many approved job placements require evening hours. Programs that locate housing only in daytime-accessible suburban areas receive lower scores. Tennessee also requires disclosure of any outstanding local court fines or fees that would prevent participants from obtaining driver licenses, because these financial barriers have been shown to reduce job retention rates in the first 90 days after release.
