Tennessee restricts eligibility for rural women’s job training funds to organizations that can document delivery inside counties designated as economically distressed by the Appalachian Regional Commission or the Delta Regional Authority. Eligible applicants must also show at least two years of prior operation inside the target county and a current memorandum of understanding with the local American Job Center.
Application requirements include submission of participant-level data through the Tennessee Longitudinal Data System, with fields for childcare subsidy receipt and transportation voucher usage. Budgets must separate direct training costs from supportive service costs, and no more than 18 percent of the total award may be allocated to administrative overhead. Proposals that fail to include a childcare coordination plan receive automatic technical rejection.
Unlike Kentucky applications, Tennessee requires that training curricula map to occupations on the state’s High Demand Occupation list published quarterly by the Department of Labor and Workforce Development. This list currently prioritizes certified nursing assistants, early childhood educators, and diesel technicians in rural Middle Tennessee counties.
Geographic anchors include the distinction between the Cumberland Plateau counties and the Mississippi River Delta counties, where flooding frequently disrupts transportation. Economic anchors focus on the decline of tobacco and furniture manufacturing and the rise of medical device assembly in smaller cities. Demographic data show that 31 percent of rural women aged 25-54 in the target counties have no postsecondary credential.
Infrastructure constraints center on the lack of public transit outside the Nashville and Memphis metropolitan planning organization boundaries. Workforce constraints include the retirement of experienced vocational instructors from the state’s 13 technology centers, creating a 14 percent vacancy rate in rural locations. Eligibility therefore requires evidence that instructors hold current industry certifications rather than only academic credentials.
Fit assessment favors proposals that co-locate training inside existing county extension offices or public library meeting rooms, thereby avoiding new facility construction costs. Reviewers also examine whether the applicant has secured childcare slots through the state’s Child Care Certificate Program before the training cohort begins.
