Grant Overview

Tennessee reports adult literacy proficiency rates below the national average in 68 of its 95 counties. The state ranks 42nd nationally in fourth-grade reading scores according to the National Assessment of Educational Progress. These education metrics intersect directly with workforce development needs in logistics, healthcare, and automotive manufacturing clusters.

Tennessee Literacy and Workforce Overlap

The I-40 and I-75 corridors contain 54 percent of the state's distribution centers and 39 percent of its hospital beds. Employers in these sectors report that 28 percent of applicants fail basic reading comprehension screenings required for safety documentation. Middle Tennessee counties outside Davidson show the largest gaps between high school completion (84 percent) and functional literacy (61 percent). State education data indicate that rural districts spend 19 percent less per pupil on supplemental reading materials than urban districts.

Workforce Application Criteria in Tennessee

Eligible applicants are Tennessee public schools, public libraries, or 501(c)(3) organizations that partner with at least one regional workforce board. Programs must demonstrate alignment with the Tennessee Department of Labor's in-demand occupation list and submit pre- and post-assessment data using a state-approved literacy instrument. Budgets require separate line items for materials aligned to Common Core reading standards and for transportation in counties where participants live more than 20 miles from the program site.

Tennessee mandates county-level literacy score submission and workforce board endorsement, requirements absent from neighboring Arkansas arts-education grants.
