Tennessee civic-engagement researchers must first align youth survey instruments with the Tennessee Department of Education's 2023 social-studies standards before submitting proposals. Applications that omit cross-walk tables mapping survey items to those standards are administratively rejected. Data collection is limited to the 14 school districts that reported below-average civic-knowledge scores on the most recent state assessment.
Principal investigators must secure memoranda of understanding with at least two county election commissions to access de-identified voter-registration records for 18- to 24-year-olds. Quantitative designs should employ regression discontinuity around the state's 2022 change in automatic voter registration at age 18. Budgets must itemize secure transmission costs for these records under Tennessee's student-data-privacy law.
Mixed-methods proposals require 150 student-level observations drawn from rural districts in the Cumberland Plateau and East Tennessee regions, where broadband access for online civic modules remains below 72 percent. Review panels discount applications that sample only from Shelby or Davidson counties.
All instruments must receive approval from the Tennessee State Board of Education's research review committee prior to fielding. Line items for this approval process and subsequent amendments are required in every budget.
Tennessee differs from Kentucky by mandating direct linkage to the state's annual school-accountability report cards rather than national civic-education benchmarks.
