Tennessee's Low-Income Housing Tax Credit qualified allocation plan awards points only to projects that set aside at least 20 percent of units for households at or below 30 percent of area median income and that secure a commitment of supportive services from a Tennessee Department of Mental Health and Substance Abuse Services licensed provider. Davidson and Shelby counties together account for 42 percent of the state's homeless population per the 2023 point-in-time count, yet contain only 31 percent of the state's permanent supportive housing inventory. Families with children represent 38 percent of the unsheltered count in these counties. Applications must therefore demonstrate site control within the two counties and a services agreement covering case management at a ratio of one staff member per 15 households.

The Tennessee Housing Development Agency requires a Phase I environmental review and a letter from the local continuum of care confirming the project addresses a documented gap before it will issue a threshold determination letter. Missing either document delays the application by a full calendar year.
