Tennessee's workforce development target is to raise credential attainment among recent high-school graduates and unemployed adults in counties where manufacturing employment exceeds 20 percent of the labor force. Automotive and chemical plants clustered along the I-75 and I-40 corridors require digital diagnostic skills that traditional high-school curricula have not supplied. Outcome_first metrics therefore center on post-training job placement rates above 65 percent and wage gains of at least 15 percent within 12 months.
These outcomes matter because Tennessee's unemployment rate for adults without postsecondary credentials remains 4.2 points higher than the rate for credential holders, according to Department of Labor and Workforce Development quarterly reports. Rural Appalachian counties east of Knoxville show the widest credential gap, with only 28 percent of working-age residents holding an industry certificate.
Implementation requires partnerships with Tennessee Colleges of Applied Technology to deliver modular training that incorporates augmented-reality welding simulators and programmable-logic-controller labs. Programs must operate at satellite sites within 30 miles of target high schools to minimize transportation barriers for 18- to 24-year-olds.
Tennessee differs from Kentucky because its absence of a statewide community-college tuition-free program places greater weight on short-cycle, employer-endorsed certificates rather than two-year degree pathways.
Placement data from three 2021 cohorts in Sullivan and Hamblen counties showed 71 percent employment in targeted occupations at median starting wages of $19.40 per hour. Employers reported a 22 percent reduction in remedial training hours for graduates of the tech-enabled modules compared with prior cohorts.
Proposals must submit letters from at least three manufacturers committing to interview graduates and provide wage data for 12 months post-placement. Budgets allocate funds to simulator hardware and instructor professional development rather than general classroom construction.
Success thresholds include verified placement rates and documented wage increases submitted through employer payroll records.
