Tennessee statutes limit transit operating assistance to counties that maintain a dedicated local transit authority or participate in a regional transportation authority recognized under Title 64, Chapter 8. As of 2024, only 19 of 95 counties meet this threshold, with the remainder classified as rural and served solely by demand-response vans operated by human-service agencies.
Application requirements include submission of a Tennessee Department of Transportation Form 1589 showing that at least 60 percent of proposed riders have incomes below 200 percent of the federal poverty level and that routes connect to at least two essential services (health clinics, workforce centers, or grocery stores) identified in the county’s 2022 community health needs assessment. Realities of the process require a local match of 25 percent, which 14 Appalachian counties cannot currently meet without state discretionary funds.
Fit assessment for Tennessee context centers on the I-40 and I-75 corridors where freight employment accounts for 11 percent of jobs and shift schedules often fall outside fixed-route hours. Demographic anchors include a 16 percent senior population statewide and 23 percent of households without vehicle access in Memphis and Nashville census tracts. Unlike Kentucky applications, Tennessee requires demonstration of extreme rural delivery capacity due to frontier county designation for the 13 counties east of the Cumberland Plateau.
Eligibility further demands that applicants certify compliance with the state’s 2023 public-private partnership statute when contracting van services, including proof of $2 million commercial auto liability coverage.
